I followed Paul's instructions to delete the account, trash prefs and remake
the account ... and it worked!  Not only do messages once again download
fully, but three other annoying little problems that I had been working
around got fixed as well.  All of these problems were almost a year old
which means I've been living with munged preferences all that time.

Thank you, Paul (!), and everyone else who offered suggestions (with a tip
of the hat to Jan, who tested some hypotheses for me off-list).

One word of warning to anyone else who tries this fix:  Expect to lose ALL
your accounts (POP, IMAP, news), not just the account you deliberately
delete.  Keep a record of your account settings in case this happens.  Also,
while rules, scripts, signatures, etc. remained intact, my Junk Mail Filter
settings were wiped out.  Fortunately I had taken screen shots of all the
excluded domains so I could type them in again (but I'm glad there weren't
that many!).
