Sorry to keep replying to my own messages, but things continue to get more
interesting. What I have learned is that if I create a new mailing list
rule, and apply all rules to a message sitting in my inbox (but NOT
previously moved), the rule works. If I move the message back to the inbox,
and reapply all rules, that same message will not be moved per the mailing
list manager.

If I drag the message to the desktop and back, the new copy will respond to
the mailing list manager while the original does not.

It is not affected by checking the box to not apply rules to mailing list
messages.

This behavior in Entourage VX is different than it was in E'rage 2001, and
makes it hard to test a large list of mailing list and regular rules. There
must be some sort of internal mechanism for not applying a mailing list rule
twice to the same message that did not exist in E'rage 2001.
