I can confirm that is is by design. I complained about this once and got a
very direct answer from a MS developer. MLM rules, for POP or IMAP, are
applied ONLY the very first time a new message is received. If you want to
test an altered MLM rule on a message, you will need to drag it to the
desktop, and then drag it back into the Inbox, where it becomes an actual
new incoming message.
