It sounds tome as though Entourage is having trouble writing data to some
file. I'm not sure what file tracks what has been downloaded, but I'd try
doing a Repair Permissions on your disk. Or, perhaps short of that, check
the permissions on these files:

~/Library/Preferences/com.microsoft.Entourage.plist
  

~/Library/Preferences/Microsoft/Entourage Preferences


And also on everything in your Entourage 2004 identity folder.
