Louise,

There are a hundred reasons. It would be impossible to answer that question,
however I would bet that what ever they are using as an e-mail host, they
have done an upgrade within the past 2 months and it has broken smtp. This
frequently happens and if their user base of 9.x users is not large enough
to create a large hue and cry they will not invest the time nor the money to
fix it, rather try to force the users to fix the problem for them by
upgrading.

I think your best answer is to follow your own idea of moving to Bell South.
