Why don't they tweak the code to look first in a ~/Library/Application
Support/Microsoft/User Data folder, then look in ~/Documents.  Those
smart/interested enough in getting it out of their Documents folder can,
otherwise it can stay.  Nothing breaks.

(They're probably not listening here, but I haven't figured out where they
are listening so this is the best I've got.)
