Not necessarily.  That's why there's a removal tool as part of the Test
Drive!

Laura, if nothing else that's been suggested here works, download and
install the Test Drive again
(<http://www.microsoft.com/mac/downloads.aspx?pid=download&location=/mac/dow
nload/office2004/office2004.xml&secid=4&ssid=1&flgnosysreq=True>), and then
use its removal tool.

Then repair disk permissions using Apple's Disk Utility and try the
installation of Office 2004 again.
