Actually Hoya have both 1A and 1B, I own some of each.
 

The 1A's are the cheaper versions with a single
coating on the outside only and are made in the
Phillipines.  

There are two 1B models, both more expensive and come
with either single or multiple (HMC) coatings on both
sides of the filter and are made in Japan.  They are
also slightly darker than the 1A model (but there's
not a lot in it).

I must admit that I can only recall seening 1A's (or
even just labelled plain skylight) from the other
manufacturers.  Perhaps the 1B is a Hoya only filter,
but they also make a 1A.  Some camera stores in
Australia only stock the japanese ones, the cheaper
1A's may not even be imported into the US, which may
be why you've never seen one.

Because of my preference of leaving a filter on my
lens at most times, I'm gradually getting rid of my 1A
Hoyas and replacing them with either double coated or
HMC 1B's or UV's.
