Ken, the salesman was right, but BOTH are required for a connection. Here's
why:

Short Answer:
The Hot Shoe Adapter goes......in the hot shoe of the camera, and the
Off-Camera Adapter attaches to the flash, off-camera. There's a cord in
between that's either 60 or 300cm long.

Long Answer:
Canon literature says:

TTL Hot Shoe Adapter 3 - Placed in the EOS camera's accessory shoe, this
device controls up to 4 off camera Speedlites.

Off-Camera Shoe Adapter OA-2 - For off-camera applications of Speedlite
flash units, this adapter will accept one speedlite and a connecting cord to
the camera.

***************
So the way these works is that on your camera, you put the TTL Hot Shoe
Adapter 3. To it, you attach one of the two cords (the Coiled Connecting
Cord 60, or the Connecting Cord 300). In the instance of a single off camera
flash, you then attach the other end of the same cord to the Off-Camera Shoe
Adapter OA-2, which in turn has a shoe to attach to the flash.

For more than one flash, you would attach the cord coming from the TTL Hot
Shoe Adapter to the TTL Distributor, which is like a gang-plug. To it, you
can attach up to four cords/Off-Camera Shoe Adapters/Speedlites.
