Of course not. Program shift is available only in Program AE mode. DEP is an
automatic mode in which the aperture, shutter speed, and plane of focus is
selected by the camera after the two points of focus are chosen. THE CAMERA
CHOOSES THE APERTURE AUTOMATICALLY. Switching to MF disables DEP, but since the
camera is still set to DEP mode, manual selection of the aperture is not
available--the camera is still waiting for its two points of focus to select an
aperture and  plane of focus for you. With the AF motor disengaged, DEP can't
work, and since the point of DEP mode is for the camera to set the aperture,
manual aperture control isn't available.
