I don't think you should count on being able to bring the tripod on board
as a carry on luggage, it "can" be construded as a weapon, and it probably
won't even be under the regulation dimensions to be considered as a carry
on luggage anyway, unless you are talking about a very small tri-pod.

A tri-pod also take up quite a bit of volume, you may want to consider a
bean bag of some sort, I saw a bean bag with a 1/4-20 thread attachment at
a photo show recently, it's not bad at keeping the camera in a predicable
attitude without sliding off.
