There is more to a charger than the output voltage. Most modern quality chargers have electronic circuitry that can tell when a battery is at full charge. Then there is the specific battery application. usually chargers sold by, say Canon for example, are designed electrically and physically for specific physical styles of battery packs. This makes the price go up since the production quantities are relatively small.

There are generic chargers available that safely charge batteries but because they are generic they do not accept the physical battery and have a universal type of connection to the battery terminals. there are also some that have a standard electronic "package" and adapters that fit and physically accept a specific battery. For my ham radio handheld equipment I use a "Master Charger" system that came with a drop in 'cup' the I just drop my hand held into and the connections are made. If I change hand held radios I can buy a new 'cup' to fit the new radio if needed.

One of the companies that make chargers is MAHA. I have two of their chargers that charge two or four AA or AAA NiCd or NiMH cells and one of their universals with the adapter for my hand held ham radio. I am not necessarily recommending MAHA but letting you know that they are out there. There are other brands.
