Simple. Supply and demand. Fixed focal length are expensive to make and
do not sell half as well as wide angle zooms. When people look for a
wide lens, the vast majority was a wide zoom. Granted it may be a bit
more expensive to develop and build something like a 17-40mm F4L, but
there are far more people who would buy that lens so Canon makes money
on them.
