There are two different questions there. The case fits within Heathrow's carry-on restrictions:

But not all airlines have the same carry-on rules. Generally trans- Atlantic airlines will have rules similar to the airports but, for example, a lot of budget airlines have tighter restrictions and won't let you take cases that large aboard the plane.
