Just a couple of cents worth....
 
Without having seen the SB in it's entirety, I am curious as to how Univair prepared it's sample spar. Was it in the aircraft, or out of the aircraft and if so how did they accomplish this, and what references did they use? Did they do the inspection from the head of the rivet or the bucked side? Does anyone know?
 
From watching this procedure at work, and reading the AC 43.13-1B CHG1, there is quite a bit of planning and perhaps some special "positioning fixtures" involved if done from the head of the rivet. If done from the bucked side of the rivet, backside of the spar, looks like some skins would have to be removed.
 
Does anyone know if there are any special "positioning fixtures" available to use in the common rivet sizes, so that all we have to do is drop the wing tanks and pull the floor board to  perform the inspection from the front of the spar so as not to have to pull skins?
 
Quicker and cheaper with the same results if using a Pulse Echo Inspection technique.
 
Perhaps more info is required.
