If there's no 337 involved, an IA is not necessary.  (In fact, technically
an IA cannot sign it off.  An A&P is required.  Since most if not all IA's
are also A&P's, it's pretty much a semantic issue, but the signer must sign
it off as an A&P.)  IA's can only inspect, they can't do any actual work...
;)
