I don't think it's normally reasonable to assume that some came from the 
factory with and some without.  But, if there's any info to support that, it 
makes things easier for those who choose to leave it off.

  The parking brake mechanism is offered as a kit. The rudder pedal kit 
specifies that the barking brake kit is required. Is it not reasonable to 
assume that at least some planes came without the parking brake?
