I just looked at the original equipment list for two Ercoupes. They 
both listed the brakes and the master cylinder but not the hand brake 
as standard equipment installed on all aircraft. I also don't find it 
on the TC. So it may be reasonable to assume some came without unless 
one can fine it required elsewhere. Again it is not uncommon for an 
aircraft of this vintage to not have a parking brake. I still don't 
know why anyone would want to remove it though.
