I don't know anyone like that, so it is difficult for me to
relate to the problem.

But I should think they could carry their address on their
person without attaching it to their keys.  I don't remember
my license number but I keep it on a fact sheet in my backpack.
I would never attach it to my car key.

I don't mean to imply that the law shouldn't go after the thief.
But it would be totally appropriate to have the victim pay for
the law enforcement effort when his stupidity made the crime
*that* easy.

You can be sure the bank would be more careful about their
ATM software if they were liable for the cost of law enforcement.
