Maybe his wife is under 18? You can get married as early as 14 here
in Utah... (Not that I recommend that, your mileage may vary, check
your state's local laws, no refunds, blah blah blah.)

Also, granted the vehicle is a junior dragster, but maybe they are
not running it in a junior dragster class. No harm, no foul in that
case.
