Umm, that's adequate for in-city driving. Remember that places are further apart in the US. If I tried to drive at 45km/h (thats about 30mph right?) I'd get a ticket for blocking traffic. It would also take a lot longer to get the 26 miles to work. What you are describing is what we would call an NEV - Neighborhood Electric Vehicle.
