I don't have direct experience with this item, but my general experience 
with Harbor Freight products is that they're worth what you pay for them - 
at most.  You may find that this tester needs lots of time to cool off 
between uses, for example, or that it can't sustain a high current load long 
enough to be really useful.

I say go for the good old reliable steel wire in a barrel of water load.  
It's cheap and effective.  Use a contactor and connect it to the motor side 
of your controller (it's DC, right?).
