Nawaz Qureshi, Vice President of Engineering, US Battery Mfg Co, says 100% SOC is typically >= 6.3 volts. http://www.evdl.org/pages/socvolts.html But resting voltage is still an unreliable way to measure SOC. With flooded lead, a hydrometer is the way to do it.
