Further research shows Jerry's idea of using a 120VAC 20A timer seems
sound.

shows the Russco model 18-120, means a 1800watt 120VAC model.
1800watts from 120VAC draws 15Amps.

Also

states an 18-120 has a 15A AC current draw.

A 15A load is well within the design of a 20A rated timer.
I remember Russco had previously posted on the evdl that his chargers
should not be compared to the K&W BC-20 as his do not have the current
spikes of a BC-20. 

The aforementioned 120VAC 20A timers found at a hardware store are cheap
enough to try out:
-plug your 18-120 charger into a 20A rated timer, and monitor it during
a charge cycle. 
If the outlet and plug get hot, then stop using it before there is a
concern, and you are only out a few bucks.
Please report back to the evdl what you find out, and your results
(others will want to know).
