Battery heaters are essentially mandatory in any locale where freezing temperature are expected.

The fundamental problem is that the manufacturers of these new bleeding-edge cells *don't really know* what happens to performance and life at low temperatures! It takes time and costs money to find out. They change the design so often that it would invalidate earlier testing anyway. So they aren't going to bother unless the customer demands it, and is buying enough cells to FORCE the testing to be done. That means the big OEMs -- not us little guys. And the big OEMs are going to keep the data to themselves, to avoid helping the competition.

Caveat emptor -- buyer beware! If you want to know how well your wonderful new batteries work, plan on testing them YOURSELF!
