Part of Dean Kamen's preparation for launching the scooter was lobbying state legislatures to make sure it was legal to ride on sidewalks. Tom Corbin also took legal realities into account when he was developing the Sparrow 3-wheeler. Several states defined 3-wheel vehicles as motorcycles and would have required Sparrow drivers - in a fully enclosed vehicle! - to wear motorcycle helmets while driving. He spent some of his budget lobbying for more reasonable laws in those states. (He spent more of it on some facepalm-engendering design miscues, and on personal luxuries that had nothing to do with selling Sparrows, but that's another issue entirely.)
