Yes, it is partially because of the ICE.... I can't tell the car to start at the top of the hill with a mostly drained battery because the computer controls all of that -- it'll actually run the ICE just to recharge the battery if it gets too low. I wish I could tell it to intentionally discharge the battery more instead of using gasoline, to prepare for downhill runs.
