My EV does not have regen (DC motor).  I will not own another EV without it.  
It is in fact 'free range' since it's otherwise going up in heat.  I don't live 
in a utopian place where I can coast to every stop.  In fact, my morning 
commute taking the kids to school (5 miles each way) has two stop signs at the 
bottom of hills, and one short offramp that requires moderate braking.  There's 
three 'opportunities for regen' right there in my daily commute.  Right now it 
instead goes onto my front wheels in the form of nasty brake dust...  I have 
plenty of range in my EV for my daily needs, but every 'braking event' just 
feels like wasted energy.

So for me, absolutely regen is a reason to buy or not.  And I personally would 
pay more to be able to control how the regen engages (switchable from off 
throttle to brakes only, etc).
