You might also consider the i-Miev, if it suits your needs. It has a smaller motor - reviewers say it isn't really powerful enough for the freeway - and a smaller battery than the Leaf. However it's $5K or $6K cheaper.

I see someone selling a used one in Albuquerque for $17K.

I bought a Leaf in 2011 - at the time, the price difference wasn't so big and I figured the Leaf was a better deal. But with the current pricing, the i-Miev is attractive.

I recommend a Nissan Leaf. It's not a compliance car and you should be able to get one where you are.

As for maintenance and repairs, I don't think that is going to be much of an issue. My Leaf is almost three years old with 33,700 miles. The only maintenance or repairs it has needed are a pair of tires two weeks ago, I went to a tire shop rather than a Nissan dealer.
