Regardless, I doubt that the customer would be liable for violating the rule unless he lies or otherwise deceives the mechanic. It should be the mechanic's and shop's responsibility to know their rules. As a customer, in general, I have no clue what a shop's (mechanic, restaurant, boat rental, ...) rules are. I'm not an attorney - anyone else know for certain?

The Rule from OSHA was enacted in 1991, that is 23 years ago and I have
seen the measures which our local FORD dealership takes with the Techs
working on Hybrids in switching off the disconnect... I suspect the rules
will not be changed.
However I and others will offer training to Independents.

Regulations frequently have a period of awkward adjustment while sanity creeps back in. Maybe a decade ago CA mandates that no products with any carcinogenic substances could be marketed for use by children. Sounds like
 a commendable goal, but it prevented the sale of kid-size offroad
minibikes and quads. Because, of course, the kiddies might somehow find
 their way to that nasty lead acid battery and take a bite out of it.

Bureaucratic stupidity at is finest, but it took some time and campaigning to get an exception passed. I expect the same will happen here, hopefully
 with less time and campaigning.
