I don't follow trends in that world, so maybe there've been some dramatic 
improvements in Peltier device efficiency.  However, previous posts here 
from folks who've worked with them have indicated that Peltier devices 
aren't going to cut it for any kind of cooling beyond those small beer 
coolers, or computer chip cooling.

I suggest you check the archive (http://www.evdl.org/archive/ ).  Entering 
peltier at the search prompt returns a LOT of hits.

Around 15-20 years ago, Bill Dube' built an ingenious passive cooling system 
for his controller.  He put an evaporator on the controller and a condenser 
in the Wabbit's cowl, and filled the system with (IIRC) butane.  Maybe 
something like that would help.
