To me, that means that the motive power comes from electric motors.
But I'm not sure we should restrict it to *battery* powered EVs only.
Electricity can come from many sources other than batteries. There are
solar EVs, and wind-powered EVs, and supercapacitor-powered EVs, etc.
Even EVs with no on-board power, that get it from a 3rd rail, overhead
wires, or even by dragging a cord behind them (like mining equipment).
However, leaving the source of the electricity completely open will
invite ICE-EV hybrids that burn conventional fossil fuels in an ICE to
generate the electricity. invites ICE generators.
So, how about if the charter restricts it to "vehicles powered by
electric motors and a fuel source *other than* conventional gasoline,
diesel, or other fossil fuels?
In other words, itemize what "fuel sources" the list is NOT for discussing.
