The engineers at Chevy ae well aware of this. The charge controller in the Chevy volt doesn't allow the batter to fully charge or fully discharge to prevent this sort of thing from happening. The Volt's SOC guage shows empty when the battery still have 15% or so left and full when it's at 85-90% SOC.
