EIther the AI detects the other vehicle/pedestrian or it doesn't. I don't think 
coming to a complete stop before crossing an intersection will make a 
difference (to the AI)

Humans have a relatively narrow field of view, so the purpose of stopping is to 
remind them to look both ways before proceeding.  An AI driven car doesn't need 
to stop and turn it's head to see in both directions.
