What statistics are you worried about doubling?  


Unless I'm very much mistaken, the only thing that happens when you check-in an 
item that is already checked in is that you update the time/date stamp on the 
item.  (ie it'd show that user JDoe last scanned the item at such and such date 
and time).  



If you are having issues with staff carelessly not checking items in, I think 
you should be able to institute a double scan procedure without effecting 
statistics.

A couple of our branches check everything in twice. One requires a different 
person to do the second check. The only problem with that occurs when the first 
person is looking for work to do and isn't allowed to do the second check in of 
the cart she checked in earlier in the day.
