For our library, it is to cut down on human error.  Sometimes it happens 
because the clerk is not paying attention as they scan for check-in, but I 
think it is often a clerk getting distracted before they scan the book and then 
laying the book down with the scanned ones by mistake.

the double-checkin process meant to address concerns about library staff

We have had some issues with items getting to the shelves and not getting 
checked in. We are a small library and have two pages; noRFID or automatic 
sorters.

We were going to add a double check to our process but not sure of the best way 
to do that without recording double stats.
