No. Forming images is an emergent property of electromagnetic waves which in turn are an emergent phenomena of Maxwell's electromagnetism.

it's just that low level intentionality might be almost unrecognizably primitive to us (or not - maybe it's as familiar as the feeling of holding and releasing). Emergence is a bottom up concept that I think takes for granted high level pattern recognition. It's useful instrumentally but I think ultimately fails at explaining anything on a cosmological level. Emerges from where? Why? It ignores perceptual frame of reference entirely and models the universe as an object with spontaneous magical properties.
