That would be a philosophical zombie, which I think is impossible. On the other hand I think consciousness could be realized in different ways, just as Bruno notes that computation can be realized in different ways and intelligent behavior can be realized in different ways. These different ways may "feel" different and thus have different qualia. A cuttlefish probably experiences qualia related to seeing its environment differently than a human because it has some very different ways of responding to that appearance.
