Only when interpreted by an observer. An electrical circuit has only voltages and currents, not bits. To an observer, a voltage on a data line might be interpreted as 1 if it is greater than 3V, and zero if it is less than 1V. An observer who ignored, or was ignorant of the "meaning" encoded by the pattern would perceive no information. Only the sub-set of observers who could interpret the meta-significance of the particular ordering and sequence of states would be able to access this meta-system existing on top of a (potentially dynamic) pattern of states encoded in some underlying system.
