If a photon is  not self-propelled, what propels it?  

I say the photon is self-propelled because each of the two tronnies are
repelling themselves at the speed of light so they leapfrog each other at
twice the speed of light in a circle and forward at the speed of light in
order to always stay ahead of their own Coulomb forces.  The path looks a
little like a small light attached to the rim of a wagon wheel.  In the
perfect model the light on the rim would be moving twice the speed of the
wagon.  The distance the wagon travels as the light makes a full circle is
the wavelength of the light.  The photon circle is 911 times the entron
circle.

No. What does that even mean?

 Protons  and alpha particles are also self-propelled.  They are
sel-propelled by their own internal coulomb forces.  Electrons, protons,
atomic nuclei and atoms are all perpetual motion machines.
