Rubbish! One can use the before a plural in English - eg "the men came today to fix the garden". And it has essentially the same meaning as the plural definite article in French (les). Sure, in French, definite articles are used more often and in somewhat strange places to anglophone ears, but I'm not convinced that is really the source of your difficulty in understanding Bruno.
