Brains are matter, just as livers, legs, trees, tables, rocks, comets, planets, stars, cockroaches, galaxies, bacteria .. are matter. Brains produce intentions, reflections, remembrances, ... . So (at least some) matter of the cosmos has psychical (mental) properties.
