I work for the state of California. We have contractors that work for the department. These contractors are not supposed to portray themselves as decision-making individuals. Apparently, one of the contractors somewhere in the department did this, and "something" happened. I don't have any details of the actual incident. I've been asked to do "something" to the mails, so that the recipients know that they are coming from a contractor, not a state employee.
