Surprised these contractors have accounts on your state domain.  We don't
do that here at all, we find other ways for them to function. Opens us up to
lots of issues, like the issue you mention below...that happened to us....but
also tax issues if they are 1099 types.

I work for the state of California.  We have contractors that work for the
department.  These contractors are not supposed to portray themselves as
decision-making individuals.  Apparently, one of the contractors somewhere
in the department did this, and "something" happened.  I don't have any
details of the actual incident.  I've been asked to do "something" to the mails,
so that the recipients know that they are coming from a contractor, not a
state employee.
