MMY DOES want to "test" the ME effect but only after he's ensured the permanent viability of the TMO after he dies, regardless of the validity or strength (even if it is "valid" on some level, a Gobal ME might not be enough by itself to ensure the TMO's survival). You say that you think that the original World Plan might have changed the world. I'm sure that he's more confident in that plan then in the ME, but if you look at how he's trying to do things right now, he's working on accomplishing both at the same time, timed to come about simultaneously.
