That could very well be. And I think the article may have also said Bush cut its funding by some 46% or so. Never the less it is a local project for the people of Louisiana and New Orleans. Levees in New Orleans are not a federal  responsibility. Just as schools are not a federal responsibility, yet local schools do get federal subsidies. If the cut back of federal tax dollars for the project interfered with it, then the local and state government had the choice to increase their funding to make up the difference or cancel the project all together or wait  for more funding down the road. The choice was a local choice. The federal government still offered money for the strengthening of the levees, just not as much. If it was that important to get the job done and city and state politicians felt disaster looming they should have taken the initiative to see it through. Unfortunately it's looking like the state of Louisiana still has that liberal mentality that the federal government is supposed to take care of me and if they don't by God, I'll teach them a lesson. However, I'll have to admit the governor, mayor, two senators and congressmen from that state have yet to point a finger at anybody. They are probably hoping the citizens don't point their fingers at them.
