Why do you think that it would cost billions to protect from a storm 
of Katrina's size? One proposal that would have cost relatively 
little that was shelved due to financing was to have a mobile barrier 
that could be moved to reinforce weakening/shattered levees. I'm sure 
that the Army Corps of Engineers came up with plenty more reasonably 
cheap ways of protecting New Orleans.
