The TMorg allowed some people back in. Not "a large number". It is a very small group and a lot of people still live in fear for their position inside the movement and the Domes. The old guidelines were hardly changed. The more current implementation has dropped more to a "Don't ask, Don't tell" policy of enforcement that allows some people to get by. The overall numbers are quite small in the Domes regardless of how they turn the cheek now and look at it.
