If one has experienced certain phenomena, one can be pretty sure that they exist. If one has exper- ienced them and gotten to know their vibration, one can sometimes recognize the presence or absence of that vibration in the claimant. Lacking personal experience, if one has developed it, one could use one's intuition. And again: Intuition is one of those "Been there, done that, got the T-shirt" kinda things. You can't *explain* the T-shirt to someone else, and they can't wear your T-shirt.
