[emphasis added] Nowhere in the piece does it mention Ryan's affiliation. Josh Marshall of blog Talking Points Memo says this wins Time the "Ryan-Republican 'party affiliation that dare not speak its name' award." Republicans complained about this for years through out the nineties and after the turn of the century. It really rallied a lot of conservatives because it was so common to see through out the media any congressman that was republican and conservative and the story was blaming something on him that he was immediately identified as republican, conservative or right wing, Rarely did you see this sort of label placed on any democrat, meaning they were rarely identified as liberal, left wing or democrat. So if Time is trying to make amends or rally the libbies like they unknowingly rallied conservatives, it doesn't surprise me. Of course maybe they were just trying to go soft on George Ryan since he commuted the death sentence of everybody on death row in Illinois.
